Abstract: - Road Network Analysis Using GIS Techniques in the Interest of Finding the Optimal Routes for Emergency Situations.Case Study: Cluj-Napoca (Romania) - The city of Cluj-Napoca, the second largest city in Romania, is characterized by a rapid, dynamic spatial and demographic expansion which leads to many difficulties. The occuring emergencies are directly connected to this phenomenon, and the road network can be affected by obstructions, therefore it becomes necessary to assure a faster access to emergency units. The aim of this study is to analyze the road network of this municipality and to generate an optimal route model for a faster and more reliable access to medical services. By considering the traffic as the most important speed constraining factor, we could calculate the response time of the ambulances for the districts of the city.
